Why in the world would you want to give access to weapons to people on a terrorist list? You are fine with not letting them fly but they can buy as much firepower as they can afford?
And yes, there should be recourse.
You can argue the cooling off period, it seems like a reasonable compromise to me.
Hardened criminals will find some dooshbag who will sell them weapons regardless, but well thought out gun laws may prevent many murders of opportunity, psycho massacres. etc.
In the end though nothing will work as long as there is this attitude promoted that a gun is more than a tool but a symbol.
