through publically available sources, you could probably talk the dealer into something. He sold you a car with verbal statements that were untrue -- hard to substantiate. More importantly, he sold you a car with mileage attestations on the title that he knew, or should have known, were false.

Talk to him first about your displeasure, and be very businesslike, without emotion. If you can't reach an understanding, talk to a lawyer / friend for advice on whether to get a lawyer or further action.
