...shaving 5% from the weight is pretty much like boosting your horsepower 5% in terms of the seat-of-the-pants performance change you could feel. But, besides just affecting straight-line performance like horsepower, decreasing the weight helps cornering.

Just take your weight over your HP to get pounds per HP. I believe that decreasing weight by 5% is more effective at increasing performance than increasing HP by 5%. I'm by no means an expert, but I don't see anything that makes me think otherwise right now.
