I dont think IM near any heavy discharge plants.
It seems to come off if I scratch it a bit though. IM totally puzzled.

Scratch it?

Sounds like hard water deposits, you wash the car with hard water and when it evaporates, a spot is left behind. You may have to clean and wax it.
