In most states, by law, the selling dealer has to provide all the mounting hardware for license plates.

In many states, by law, the selling dealer has to affix the plates to the vehicle.

The time has come to mount my new license plates that the DMV sent me. No problem with the rear one but the front license plate bracket was not mounted on my bumper. So the dilemma is this: There are (3) holes on the bracket but no holes on the bumper. I noticed that there is a center divot on my bumper where the center hole on the bracket can possibly align with. So for all you x-type owners who have had the same obstacle, do I really have to drill holes in my bumper or are there holes just under the enamel coating of the bumper that I am not aware of?

Thanks all.
