The resulting increase in boost/pressure from the turbo charger can potentially cause compressor stall/surge and damage to the turbo's without an escape path for the excess pressure,hence the BOV. I believe the sound you are hearing is the excess pressure escaping.
I don't have personal experience with Active but they seem to be a very reputable tuner with solid engineering and a proven track record. Their prices seem to be quite fair IMO for a quality product and significantly less than say Dinan. I would hesitate to use any aftermarket products on this car that are not very well known,especially with regrads to performance mods. Turner,Active, and Dinan are pretty safe bets I would think.
