AFAIK, the ECO credit is extended through the end of the year -- call other dealers to confirm. I had 3 dealers confirm this info here on the East Coast...

as far as the price, East coast deals range from 500 over invoice to "standard" $1,200 over invoice. I did hear that that CA dealer are difficult to deal with on Diesels -- I suggest going through Costco or Ebay car pricing... also, call neighboring states, do a deal over the phone and then fly to get your car when it comes in..
