You need to help the top complete the full cycle of either opening or closing. My car does something similar when I take it out in the spring. From sitting all winter the hydraulic fluids are not flowing yet. So I assist the car with opening and closing. You may have to help it through the complete cycle a couple of times. Once the fluids are flowing you shouldn't have an issue.
