Yes the DKs will respond to degree of stepping on accelerator pedal when key is in position 2 and engine not running. If the dash EML light lights up for 2 seconds (as you insert and turn key to pos 2) then turns off for one second, and then turns on and stays on, then it means EML has an initialization problem. The problem that I have seen on my M70 I interpret as sticky DK. The EML module at Pos 2 will send a little voltage to the DK motors and see if the encoder comes back with some changes. If no change is seen EML will raise a flag by turning on the EML light. At that point if you continue to start the engine the bank corresponding to the non-responsive DK will shut down.
